Description: Many units have completed or are completing a revision of their Land Management Plan (Plan). During the plan revision process, an inventory and evaluation of roadless areas for wilderness potential is required. This evaluation is typically detailed in Appendix C of the Plan Environmental Impact Statement (1982 regulations) or the evaluation report (2005 regulations). The result of the analysis is both an updated inventory of roadless areas as well as recommendations concerning the management of each inventoried roadless area. The Roadless Area Conservation Rule (RACR) of 2001 did not require a new inventory of roadless areas based on a set of criteria; the areas included in the RACR were generally areas identified during the Roadless Area Review and Evaluation of 1979 (RARE II). On the other hand, the roadless area inventory done during the Plan revision process requires application of specific criteria (FSH 1909.12, Chapter 70) to identify roadless areas and evaluate their suitability for wilderness. Therefore, the updated roadless area inventory completed for Plan revision may not match the roadless area inventory identified in the RACR. On May 13, 2005, the State Petitions rule replaced the RACR of 2001. The new rule identifies inventoried roadless areas as those "areas detailed on the maps (Volume 2) of the RACR FEIS of Nov. 2000 and any subsequent update or revision of those maps through the land management planning process." Volume 2 of the RACR FEIS (individual state maps) as well as the GIS data used to produce those maps is available on the Internet (see http://roadless.fs.fed.us/documents/feis/data/index.shtml ). The inventory of roadless areas needs to be updated with revised information as plan revisions are approved. Submissions from units with revised plans since 2000 will be used to update the Roadless website and to provide data for use in the current Rule.
